Well damage over time is Damage/Time. So if you increase your damage by 5% your new dot is
dot_1 = 1.05 Damage/Time
But increasing your rof by 5% your Time reduces by 0.95% so your dot is
dot_2 = Damage/(0.95*Time) or 1.052....* Damage/Time

Nope just a lot of cap. Although a well skilled Amarr pilot could probably get his lasers on par with rail using guys (cap wise that is)

Caldari get 10% optimal range, osprey get's 20% more mining yield. It's a good thing actually as 5% bonus to optimal range is not the same as 5% bonus to damage or rof. Also lasers were kind of silly before the changed it. Even with good skills they still used more grid and cap than hybrids and did similar damage and had less range so why would any amarr use it?
